Is there an article that does not allow florescent lighting fixture to be attached to a HVAC duct. Thanks

HVAC maintenance attached fixture with self tapping screws and my concern is if the ballast shorts, wouldn't the duct work be the conductor and injure someone down the line?

How about the fact that the duct work was probably not designed to support fixtures, and that in itself might be a problem.

The fixture and the duct should be grounded. So if the ballast shorts to either one, the current flow should trip the circuit breaker. Fixtures are attached to metal items often, so I don't think you need to worry about the duct shocking someone.

However, I think Pierre has a valid point.

Lots of metal duct work remains without intentional grounding, mostly of the fan coil type but not limited to it. The reason is the unit and it's duct system are seperated by an insulated material to reduce noise transmission.
