Does the NEC refer you to or require you to follow the International Energy Conservation Code or ASHRAE 90.1. as it pertains to lighting. Since the architect and/or interior designer choose fixtures is it their responsibility or the electrical engineer to meet these codes.

I believe it's alocal thing.
 
If the jurisdiction adopts the IEC, then it would be the engineers responsibility, as it should be addressed at plan check.

I bring this up again and again, do not get into the habit, as an electrician, of thinking that the only code you have to follow is the NEC.
