What difference does it make?

Strict adherence to 70E - not one bit. You will have no voltage in the meter socket if you are working in there.

Otherwise I'm sure there are still many cases where if that device needs replaced it will be done while energized if connected to line side. If connected to load side there is much better chance the meter is pulled when working on it.
 
as kwired mentioned the hom device is a quick n easy fix if you still have 2 full spaces left in the panel. plugs in like a 2 pole breaker and wire in like a gfci breaker. had an inspector require one here(first time ive ever been asked to install but this complied. ) thats here though.

The inspector required one ??? What article of the NEC did he cite ?
 
The inspector signed off , he did not say anything according to some guys who were there. Next time I'll use load side of meter . Since lightning arrestor is not required by code hopefully we won't have this problem in the future.
