I have 240V single phase load at 14.4kVA. 14.4/.24 = 60A. I have line 1 and line 2.l incoming hot in 2 pole breaker.

What the designer is doing is to determine per line currents is dividing 60A/2 = 30A. Tried convincing that when you divide by .240kV then result would be per line currents you don’t divide currents. However designer is very argue mental. I just want to verify here who is correct.

Would the per line current be 30A or 60A?

The same current that goes down one line is returning on the other line. So _both_ lines see the full 60A that you calculated.
