the line and load wires in a meter pan can be run on the same side?
can wires run on the lever side of a bypass meter?
 
In general he rules for the cash register are set by the POCO. Your POCO should have information on what they allow. Meters are not required by the NEC.
Not sure what you are asking about the lever side.
