Does anyone have a link for where I can buy 2021 NEC pdf with Commentary? As far as I can tell, you can only access ICC codes with commentary through a subscription or in paperback.

It's the 2020 nec and there isn't a legal copy pdf made. You can buy the online version or the books or both. The Nfpa links has many comments

There does not appear to be a pdf option available from the nfpa.
It might be legal to buy a paper copy and make a pdf for your own use.
