Liquid Gas Heater Location

I've been asked to install a heater at a commercial gas plant. It heats CO2 liquid and it vaporizes it into a gaseous mixture. With that being said what would you consider that? And what article in the code would I want to use? Suggestions anyone, since the local inspector has basically rolled his eyes and has no idea what to consider it.
 
is this a gas utility company installation ? if so, the process machinery may fall under dot/doe/psc jurisdiction, not local ahj ?
 
No, it is for a private business that purchases things like CO2 and Oxygen as liquid and then changes it into gas. The unit receives liquid CO2 from a pump and then it will then heat it (hence the question) so that it turns into a gas. I thought of it and looked through Article 427 but it just leaves me feeling like it might be something that I'm over looking in Chapter 6 more so just covering my ass. Cause it's a 70KW heater and the building only has 208Volts 3 Phase.
