So if code says it must be.

Then it must be secured.
If not and something goes wrong
Then you are legally liable !

But it does say secured with what. I think liquid nail or similar is fine as long as it is safe.

With the Ramset, make sure the box is straight before you put that 2nd nail in or you'll probably be running to the nearest BB to get a big prybar!
