What you were told is actually a twist on the matter, which has nothing to do with the listing. The actual violation is that the stripped conductors in a raceway are not an NEC recognized wiring method. Conductors run in raceway must be of a type in Table 310.104(A).

Does this tie cables to 310.104 & the previous UL section does use 600V in its rating of non metallic cable
310.10 Uses Permitted
The conductors described in 310.104 shall be permitted for use in any of the wiring methods covered in Chapter 3 and as specified in their respective tables or as permitted elsewhere in this Code.
(A) Dry Locations. Insulated conductors and cables used in dry locations shall be any of the types identified in this Code.

Seems to me exposed work can be pretty much anywhere on the building and it is mandatory to protect the cable inserted in the raceway -- could be box to box -- we all know this excludes wet locations with NM

334.15 Exposed Work
In exposed work, except as provided in 300.11(A), cable shall be installed as specified in 334.15(A) through (C).
(B) Protection from Physical Damage. Cable shall be protected from physical damage where necessary by rigid metal conduit, intermediate metal conduit, electrical metallic tubing,
But a conduit/tubing used for physical protection is not terminated to an enclosure/box at either end.

Here is the UL section which does rate the wire @ 90 C & ties it to table 310.16
NONMETALLIC-SHEATHED CABLE (PWVX)
USE This category covers Types NM-B and NMC-B nonmetallic-sheathed cable, rated 600 V, intended for use in accordance with Article 334 of ANSI/NFPA 70, ??National Electrical Code?? (NEC), and Listed in copper sizes 14 to 2 AWG inclusive and aluminum or copper-clad aluminum sizes 12 to 2 AWG inclusive.
This cable contains conductors rated 90?C; however, the ampacities of the cable are those of 60?C conductors as specified in Article 334 and Table 310.16 of the NEC
Most already know the conductors within are actually rated 90?C... but they have be of a type designated in Table 310.104 in order to be used in a raceway wiring method.

how do you dertermine exposed work not being a surface mounted raceway from box to box -- if the wiring method can be nm cable in the project & you would like to have devicing on an interior finished wall then you can protect the nm in a raceway ---

Exposed (as applied to wiring methods). On or attached to the surface or behind panels designed to allow access.

Often we sleeve nm in emt inside a wall like a pocket door that has 2x6 framing. Now the emt is not surface mounted. I have done it for 30 years.
