Hello,

Let's say I have 400 V accessible within a UL508A control panel. Such a panel has a quarter turn flathead latch on it, and is located at grade.

Per 110.27(A), it seems that so long as this is an "approved" enclosure (and it is, presumably by virtue of its NRTL certification), then we don't need to meet (1)-(4), since we can meet the definition of "guarded", despite that most folks could take out a key and rotate it open and touch it.

Am I interpreting this correctly? I believe that such a quarter turn latch is considered acceptable because UL508A is intended for industrial applications, where all employees who could interact with it would be trained specifically for awareness not to open it up and stick their fingers in it.. ?
 
Believe it's referring to the plastic covers that go on the lugs. When you turn off the main breaker in the panel, anything on the upstream side of the main breaker (hot) should be guarded against accidental contact
