Load bank disconnecting means

What do you guys think?

Does a resistive (electric heaters) load bank require a disconnecting means near or at the load bank?

What about an inductive load bank?

What if the disconnecting means is three floors up and 200 yards away?

I started to look at this issue and came to the conclusion the the NEC does not require one. But I wonder if some other code might. Or if I interpreted the code sections wrong.

Article 470 does not apply since the resistors and reactors are component parts of another apparatus, and in any case does not seem to require a disconnecting means at all.

Articles 424, 426, and 427 don't apply.

It's not covered under NFPA79.

Could a fuse block be used as a disconencting means?

Just curious what you all think.

Bob from just a personal perspective I am for a a disconnecting means at any utilization equipment.

Call it a giant toaster and apply the rules in part III of 422. ;)
