Load center placement (1988 construction) - where does bathroom end?

The load center shown here was photographed from well inside the bathroom, which is an open floorplan with no door and no clear definition of where the bathroom ends and the adjoining bedroom begins. Some might consider its location to be a hallway, albeit a short one. Installed prior to the 1993 NEC revisions prohibiting placement of overcurrent devices in bathrooms. The only "main" disconnect is at the outside meter panel. Edge-to-edge distance from the panel to the nearest bath fixture (sink basin) is 5'11". In terms of improvements, at what point does the panel have to be relocated? Would it be anything that requires a permit, even adding an outlet or light fixture to an existing circuit within the bathroom? I'm already assuming that replacing the panel, even maintaining current ampacity, is out of the question unless I'm willing to have it and all cabling rerouted.
