Load Shed Contactor in Panel Board--Legal or Not?

Typically, I mount load shed modules outside of the electrical panel. The electrical panels are located in bedrooms of duplexes and it would be a cleaner install if the load shed contactor was mounted inside the electrical panel. Does the NEC address this?
