Load side of generator ATS

Load side of generator Auto Transfer Switch (ATS) has feeder cables going to the panelboard. Is the panelboard require to have main circuit breaker to protect the feeder cables from the ATS based off of NEC 2014?

No, you can use MLO (unless its a funky set up and its a feeder tap). The feeder would be protected by the Breaker in or ahead of the transfer switch (ignore the academic case of if the ATS was the service disconnect and did not have overcurrent protection built in).
