Need some opinions on a new Generator and a Service rated ATS install

This is a new install of a 502kw gen at an existing super market
Because of down time necessary for setup
Space is very tight for clearance and working space and equipment

We had to put up a new Ct cabinet for new overhead service drop
in order to leave existing underground service on till switch over.

Out of the Ct we need to get to the new Service rated nema3 ATS
come out to the generator and also to the MDP located inside the building.

Bottom of the Ats is a space of 36"x 24" for pipe entrance
We are looking at 12 -4 " pipes in this space ( not much space)
by the looks of the cabinet i would guess it was a nema 1 with a roof kit added and door extension kit added to turn it into a nema 3
(Poor design Square-D)

My question is can we have a local shop make us a spit 2 level wireway/trough
with 2 doors on sides so we can just layin on our 500's
Split level for service conductors on top , load and gen. on bottom level
in a T shape with ct on left, ats middle, and pipe to mdp out on right.

Can a shop fabricate this up with the proper gauge and corrosion metal,
without a UL listing , but approved by POCO and AHJ ?

Can we cut and enter the side of the Ats removable panel with a flanged and gasket kit?

Will try to post some pics and video's tomorrow

You appear the be at the mercy of the infamous NEC 90.4
"Approval" is up to the AHJ.
Locally, they tend to require UL (NRTL) stamps on any fabricated wireway.
(There a shops in the area that can provide same)

I don't see a problem with a custom wireway.
There is nothing in 376 to prohibit this.
Approval or NRTL listing is also not addressed in 376.

Not directly, but:

376.100 Construction.
(A) Electrical and Mechanical Continuity. Wireways shall
be constructed and installed so that electrical and mechanical
continuity of the complete system are assured.

Without a listing, who assures the construction?

That is quite a leap to say that it means a listing is required.

If a listing is required there would be a statement as in 312.10(C).

Other that the reference in 312.10(C), boxes in 312, 314 and wireways in 376 are not required to be listed or approved.
