Local Government clueless on its' duty

I'm a little foggy on my law (still trying to pass the bar exam, fingers crossed), but we can't sue the government?

Agreed besides it would be pointless to sue the government we the tax payers would end up paying the bill anyhow

What exactly does your inspector check? Whether it's res or commercial, how many inspectors do you see perform a full systems test? I have never seen one.
