With so many different versions what can I get to cover as many situations as I can.
Would it be in vehicle to start asking out customers that we provide them a lock out set at their cost?

WW Grainger, McMaster Carr, along with others should have kits available. Your customers LOTO kit would be for the customers maintenance people in my opinion. If you need to LOTO a piece of equipment you should supply your own LOTO device. As far as selection of LOTO devices they range from toggle switch device to cord cap device to gaseous/liquid piping devices & everything in between.

I have various loto but many are diff. Universal seems to be out of the question, 1 k amp breaker the other day and they were having a insurance inspection so I thought why not get the one they need for Them.

I think it could be addressed I wouldn't push anything on a customer. I usually ask what they would like me to do. They have more breakers and panels in one bldg than I have ever seen. Lots of equipment and many unused circuits I removed that weren't being used.. The LOTO is more the responsibility of the person doing the work but I heard that osha is looking at fines for the person doing wrong as opposed to the employeer and if that's the case I can see a provided LOTO becoming the next requirement.
Realistically you go to a service call and you'll be lucky to have a LOTO unless it's newer equipment.
