Lockable panel covers

Is it still legal for a BCP to exist without a lockable front cover? Let's say the panel is in the open public area of a Church, not only without a lockable cover/door, but no cover/door at all. I can't tell if it ever had a cover/door or not.

I don't believe it has to be lockable. Does have to be dead-front. (with exception). 408.38.
Are the busbars exposed? :?

It does have a deadfront that covers all but the breaker fronts themselves. But this allows anyone to access the breakers to turn them on and off, not just "qualified personel".
