Locking a manual disconnect in the ON position

Is it a violation of the NEC to lock a manual disconnect in the ON position, and if not, could someone please tell me the code reference, I can't seem to find it.

I agree.

As long as someone can do LOTO when the time comes I think OSHA would be satisfied.

To add to this: Sometimes, the device is required to be energized at all times, and the disconnect is there only for servicing the thing. It would be unsafe if the thing were accidently shut off, so the disco is locked in the closed position.

and there is a disconnecting means, and a padlock on it so some nimrod
doesn't shut off the hydrocracker or something.... :)

so whoever want's to play with it has to get permission first, before they
can create an unsafe situation by turning a critical process off.
