Locking in a flexible cord

Greetings...I would like to use a locked cover to help prevent the theft of cord-connected equipment. I have the means to determine when power is interrupted to the equipment preceeding theft. I understand that locking in the plug of a cord connected device is NEC prohibited. Anyone have experience in this area, confirming that it is prohibited? An NEC reference would be most appreciated. Thanks.

So, what is preventing you from permanently wiring the "device" in place?
 
The device is configured for a flex cord connection, with a IEC connector on one end (plugging into the device, which we'd also need to protect...another story).
