Long single phase transmission 600' 250 amp

Hey new to the forum, just took over an RV park electrical nightmare. I've been cleaning up one electrical disaster after the next. The newest problem is browning, the lower end of the park, 2/0 aluminum overhead is burning outlets and ACs. 641' on a 250amp breaker coming off of a single phase 800 amp service drop. Is it feasible to provide better power via step transformers, using the 2/0 that is in place. I'm trying to ballpark cost. Thanks for any help, I've been a licensed General Contractor for 19 years
