Gentlemen, I am glad to report that he found the problem. There was a nicked neutral and a nicked hot in one of the outlets. So when it was pushed back in the box they were touching. He repaired and everything is reading 118 volts from hot to ground whereas before it read "0". Thanks for all your advise.
