Can employees who are not made a qualified worker by their employer be qualified for loto of 480volt mcc equipment ? Would this be osha acceptable ? According to company policy anyone can loto equipment as long as there is no electrical work by them . They had no actual training except for a meeting to change the loto policy. No one wears ppe when doing this.

The way many facilities handle this issue is have a qualified person open and rack out the breaker, or bucket, or whatever it is. Not only do you need the correct PPE, you have to be trained in the operation of the equipment. I have seen many draw out breakers locked out in the connected position by untrained people.

LOTO is not limited to electrical work. Nor is LOTO limited to electricity. Pneumatics, Hydraulics, Gravity all pose hazardous risks as well. Being a qualified worker is not a requirement to perform LOTO. Being a qualified worker is the requirement to perform actual electrical work on the machine.

LOTO requires you to be an 'authorized' person and notification of 'affected' personnel. Training is required, but not necessarily electrical

I was thinking along the electrical line about loto. Thinking osha had a rule similar to 70e about operating circuit breakers and being Qw and ppe.
