low voltage cover on electrical fixture

I have been approached by a lighitng manufacturer, who is trying to finalize specifications for a cover for the back of their unit. In addition to the 110 in, there are several low-voltage (14V) lines coming out of the ballast. They want to keep the cover as stealthy and small for cost reasons, and they want to know if it is a matter of code to cover both the 110 and the low voltage lines. I couldn't say with any certainty.

its not a matter of code so much as whether UL will list it.
