Low Voltage LED Operating Room Lights

Facility has new OR LED lights. 120V circuit powers control panel that transforms to 24V DC that supplies power to the LED lights. Is the 24V from the control panel to lights considered a branch circuit?
 
No, I would say its not a branch circuit. But I'd say you need to follow the manufacturer's instructions for installation of the wiring.

Also, conduit may still be required for the wiring per 517.80.
