Can a low voltage lighting controller be mounted on a wall over the top of a mop sink? The controller serves a specialty light in a work room and due to space constrains and conflicts, it was installed over the outside edge of a mop sink. Is that a code violation? Are there any special consideration? Thanks in advance for your feedback.

It can be mounted there because it is there now. It is doubtful it meets code. However, this kind of thing is extremely common. I think if you mounted it on the ceiling in front of the sink it would meet code but be a whole lot harder to work on and look kind of silly.
There is some provision for special permission for low voltage stuff in the code, but that would require special permission.

Sometimes there is no way to meet all the requirements of the code in a particular application and you have to just do the best you can.
I would argue it is no different than a switch over a vanity or lab cabinet. From the low voltage angle, how is this different from a nurse call pull station beside a toilet. Generally the toilet would be in the work space and there is water within 6ft.
