I have never really liked it and have not installed very much. I have been called in to a job where the handyman installed little 2" cans with 35 watt MR-11 lamps. They called because 1 bank quit working. After finally locating the transformers buried in an inaccessable ceiling I found he had extended the leads supplied with the cans with some zip cord, open splices. The only splices in a box (buried of course) were the line side of the txformers. I know it's not safe or legal (the open 12V splices and the zip cord), but I can't find the proper code section to back me up.

Any help would be appreciated

Look at Article 411.

Low voltage class 2 wiring can be used if the power supply is class 2 but I'm sure it wasn't if it was feeding multiple 35 watt lights. Zip cord is not a listed class 2 cable anyway.
