Low voltage lights in showers

I understand that the NEC doesn't allow lights in the given area on tubes, but what about showers?

We add low voltage lights in showers and then put gfci combo devices with the switch. My supervisor says that is code. I had the Chief electrical inspector tell me that we didn't have to do this. I use to build mobile home and that is HUD code.

I am just to confused about the issue. I follow the chief inspectors advice and not do it but I need written proof of the issue. I am studying the code now and wish to have any added assistance.
