Lowering ground rod resistance

I read in the 2002 National Electrical Estimator (page 413) that the resistance of a ground rod may be lowered by mixing copper sulfate with the back fill and then watering it down. Is this a recommended practice?

No, don't waste the time and effort. Unless you are required by contract or law to establish a certain ground resistance, this practive is completely unnecessary.
