The code requires that panels have overcurrent protection, but this protection does not have to be in the form of a main breaker. If the outside disconnect has overcurrent protection sized equal to or less then the rating of the panel, then the panel does not have to have a main.

Are you saying that if I have a 200 Main Disconnect under the meter outside and then run 4/0 SER to a panel inside the house some 20 feet away that the panel ( main panel ) in the house need only be a Main Lug Panel and no Main Disconnect is needed because the outside main breaker disconnect is rated with a 200A breaker in it.

I just got off the phone with my AHJ for a different issue ( (NJ Rehab Code?) ...while I had him on the phone, I asked about the panels
I am swapping out in that 30 unit condo:
ME: "Do I need a MCB or MLO in each unit?"
AHJ: "MLO"
ME: "Disconnects are some 2 stories away, around the back through the garage behind a locked door..."
AHJ: " Do they have access?"
ME: " Yes, they have a key"
AHJ: "MLO"
Me..saved a few bucks I can pass along to the HOs.
I gotta say Don is right on the money.

As Don said, if'n the disconnect is a fused disconnect that covers the panel rating, then you're A-okay.

I agree with Don,
but I can get a 200amp Main Breaker Panel for less than a 200amp Main Lug Panel.
So that might be something to look into.
