Yes I understand that but 210.70(A)(1) excep. 1 in other than kitchen and bathrooms, one or more recep. controlled by a wall switch shall be permitted in lieu of lighting outlets.

The only problem I have with this is that the heading says habitable rooms. What is a habitable room? I suspect that a hallway may not fall under the habitable room thus a switched recep. may not be legal in lieu of the lighting outlet required in 210.70.(A)(2)
 
Maybe this does need addressing. The "hallway" in an addition was 24' long, L shaped, no natural light, and had only one switch at the begining near the open area family room. IMHO at least a pair of 3-ways and 2 fixtures should be required.
 
per definition in the irc, hallways are specifically excluded from being a habitable space
living,sleeping,eating and cooking spaces are considered "habitable".
