Can this be done ? 410.16 addresses clothes closets but under the stairs is usually used for storage.

Seems you asked & answered your own question. What about a pantry closet? Is the under stair space designated as clothes closet?

You don't have to follow the code for closets under the stairs unless it will be used for clothes. However it might be advisable to access the situation and act accordingly.
