Lutron Light switch issue

I currently have a Lutron Switch non dimmable connected to two sconces which hold LED bulbs. This two lights have worked for a year. Nothing really changing I noticed the two light bulbs would not come on. I checked the switch and saw that the green LED light was on. I cycled the switch by turning the switch off and on and nothing happened. I measure the voltage at the light socket and got a reading of 10.4V while the light switch was in the on position. I went to the breaker opened it and closed it, all while the switch was in the on position. When I closed the breaker the lights came on and I was then reading 120V at the socket. I went to the switch turned the switch off and back on, and the light did not come back on. I went back and measured the voltage to get the reading of 10.4V again. I then took the switch out the equation and just connected the wires and the light went on and off as I touched the wires together. I connected the switch back and pulled the tab out of the bottom on the switch, the service tab. I pushed the tab back in while the switch was in the on position and the light came on. Lutron sent me a brand new switch and it’s doing the same thing. I can’t figure it out.

Try changing to regular incandescent bulbs or different LED bulbs.
That's as far as we can go so......
