Question: Can AC Distribution Panel be used instead of LV MCC (LV switchgear) to supply to welding receptacles? is there a safety hazard if AC Distribution panel is used?

There is no reason you can't use a distribution panel to supply welding receptacles, presuming of course that the equipment ratings are appropriate for the intended load. Welders are not motors, so I can't imagine supplying them from a motor control center. And you certainly don't need to use switchgear construction for this type of load. Are you being told otherwise? If so, by whom, and in what context?

About the only issue I know of with welding loads involves the 'plug-on' jaw connection of breakers to aluminum bussing. Very rare occurence except with older production style resistance welders as found in 'automotive' factories.
