Human relations can be a tricky thing. I understand your reluctance to piss the inspector off. In some areas its 'boss hogs' brother who is the inspector, and he actually never was an electrician and really doesn't know anything about it. An inspector who knows what he is doing will have no problem with you citing the code book. He may also say " hey its my jurisdiction and thats the way I want it" . You don't have a choice. Maybe talking to the builder and the inspector at the same time with the code book sections printed out may help you not eating the whole cost? good luck.
