Human relations can be a tricky thing. I understand your reluctance to piss the inspector off. In some areas its 'boss hogs' brother who is the inspector, and he actually never was an electrician and really doesn't know anything about it. An inspector who knows what he is doing will have no problem with you citing the code book. He may also say " hey its my jurisdiction and thats the way I want it" . You don't have a choice. Maybe talking to the builder and the inspector at the same time with the code book sections printed out may help you not eating the whole cost? good luck.

As the Chief Electrical Inspector of my jurisdiction, I recommend you to go over his head. If he is the only inspector in this jurisdiction, I would contact his employers, if not the chief electrical inspector of your state that you reside in.
As an inspector, it is required that we cite the code violation in writing and state the code article, be it the NEC or the IRC electrical section.

Could he be trying to site 230.71 as the reasone for the MB requirment? as the meter/main does have more than 6 breaker spaces. Even though placing a main in the panel does nothing in this case. but if the meter/main was located on a pole it would.

That 200 amp main disconnects his 4 double poles as well as the ML panel.
The panel he used is an excellent choice as it covers his need for disc.of sub panel as well as an easy way to feed the AC ,swimming pool ,detached garage,or hot tub.We use them often.Saves time in installation of separate disc and meter can,looks neater too.

What makes this sub-panel any different than any other sub that would be installed in this dwelling you can only use the table for feeders serving as the main power feed to the dwelling

This is not a service disconnect only this service panel as space for four additional branch circuits or feeders. As soon as their used the feed to the sub in the basement is no longer the only feed serving this dwelling.

We are back to defining what is a main power feeder.

Thank you Ryan, I respect an inspector like you who will admit when he is wrong. Unfortunately, some inspectors resent being proved wrong, and they will nit-pik every little flaw - real or imagined. I could write a book on the number of times I have been turned down when I know I was right. I have stood my ground several times, and have paid dearly for it on the next job.

Maybe if you stand up to him he will back off if he knows he gets a phone call every time he is wrong.Backing down sure won't work.
