I installed a temporary pole service with a 100 amp meter socket and a small 100 amp panel with main lugs and spaces for 6 breakers, I used only 4 of the spaces for GFCI recpts for a new home constructions site, the inspector said that I needed to have a main breaker for the panel, I through you didn't need a main with less than 6 switches. Is the inspector right or wrong?

The definition of a lighting and appliance branch circuit in 408.14 and how it relates to 408.16A is clear to me, but it seems like many inspected temp services I see have no main circuit breakers. I would be curious what others are seeing in their area.
