Main Disconnects next to meter

I, literally, was talking to the AHJ in Trenton today about this!
My case is a Multi, yours may be different...the disco are required next to the meters when no other accessible area is present. This basement is NOT accessible from the exterior and only accessible by entering an apartment to get to the basement door, therefore, the disco must go next to meters.
The AHJ cited 230... I looked some up:
230.70(A)(1) ~ Readily Accessible Location
230.72 (C) ~ Access to Occupants
(PS...the kids wore me out, I'll send you that scan Friday or so, ok?)

By the way I spoke with the inspector today, because I am doing this service tomorrow, it is a 2 Fam and I'm upgrading and adding a house meter. But the existing panels are on a adjacent wall where the meters are (meters are outside,like 7' away)and the 2 disconnects are in the basement. They used IMC from the outside wall. I can't relocate the disconnects closer because there is an oil tank there. Inspector told me he would allow to use schedule 80 PVC and I could place my 3 disconnects in the basement.

The AHJ in my town is allowing a "similar" install ONLY if I use RGS...since it's my own house ~no problem Mr.AHJ.
