Not that I saw , It is part of the kit , seems if it is ok to use in his application you should be able to use it on other applications,doesn't seem clear under article 408.36 D key word additional fastener

If it was listed as a tie down, sold seperatly and was listed for that panel I would say yes. But since we dont think it is I would say ahj would not accept it here.

I could be wrong but I think that is listed for use with the breaker lock out kit. Do they sell the tie wrap by itself as a breaker tie down?

There in no tie wraps allowed for any brand of breaker tie down. It must be a listed tiedown for the panel inquestion or you replace the panel.
