Do I need to ground the main water line if there is a UFER ground already in place? I am in California
IMHO... You are not grounding the main water line. Its already grounded. :) But, you would be required to bond the main water line if the main water line is comprised of a conductive material and if it is accessible after installation. 250.50

If a metal buried water pipe qualifies as an electrode then it must be used as part of the grounding electrode system (GES). It is not optional even with a CEE.

Note that this more or less says all that are present must be used, and the water pipe electrode is one of the (A)(1) through (A)(7)

Also as mentioned if you have metallic water piping system but not a water pipe electrode, you still need to bond the water piping system per 250.104(A).

That's correct, and note kwired's the use of the word system. It the water piping system is not all metallic it does not require bonding.

Though there has been some debate on here before on how much of the system needs to be metallic to be called a metallic system.

Over time you may have a system that once was all metallic but has had significant amount of modifications with non metallic piping.
