manual discrepancy

I know, always follow the installation manual. well I wonder what exactly happened here.

there was a small residential hardwired heater. 1400 watt element. 24 watt motor. lets round that off to 11.9 amps. the heating element has a 20 amp ceramic cartridge fuse. the manual simply states "use 15awg or larger wire". nothing about ocpd. we know that is a 15 amp ocpd though. they "upgraded" this model with the same exact current draw. the newer manual simply states "use only on a 20 amp dedicated branch".

I recently installed over 200 of the old ones in a condo complex. I told my guys to follow the manual for the old ones. I think this is fair game. I do wonder if they ran into problems though. I hate no charge callbacks!
