Can I use manual transfer switch or double throw switch, to switch the load side instead of line side. That is I have one incoming line but two loads.

What are you trying to accomplish though? Sorry for the responce but your question is somewhat vague.

You can but you would have to wire a manual transfer switch backwards. Line connects to load terminals and loads connect to normal and emergency.
Not sure if that is even code compliant or if switch is listed to be used that way.....
