Manufactured home grounding question

Hi, I have a 1991 manufactured home with overhead service and a 200 amp main panel attached to a 6x6 post located next to the manufactured home. Main panel is attached to a ground rod. It is currently feeding the sub panel in the manufactured home with (3) 4/0 aluminum conductors through PVC conduit. 2 hots and 1 neutral but no grounding conductor. The subpanel has a ground conductor running from the grounding buss to the frame of the trailer. There is not a ground rod at the sub panel. I am planning on adding a 6 gauge cu ground wire between the two panels.

2 questions:
(1) In this situation, is the mobile home considered a separate structure from the main panel and therefore required to have its own grounding rod?

(2) If I need to add a ground rod to the sub panel, can I just attach the ground rod conductor to the connection point on the frame where the grounding conductor is that leads to the sub panel?
