Mass Amendment 680.21.A.1 Equipment ground

Mass has an amendment in 680 that requires "an insulated or covered equipment grounding conductor"

Anyone in mass have a sense of what "covered" means?

Is Romex a covered ground since it is in the sheath?

Asking regarding a hot tub that will require some snaking etc.

These are in the article 100 definitions of the NEC:

Conductor, Bare. A conductor having no covering or electrical
insulation whatsoever.

Conductor, Covered. A conductor encased within material
of composition or thickness that is not recognized by this
Code as electrical insulation.

Conductor, Insulated. A conductor encased within material
of composition and thickness that is recognized by this
Code as electrical insulation.

Thanks obviously hadn't realized those definitions where in there. Looks good for Rx though anyway
