Matching Appleton connectors for SOOW cords

Does anybody know the process for measuring an Appleton connector and strain relief for SOOW cords?

Do you measure the cord diameter including outside jacket or just conductor and compare to a catalog? Same for strain relief?

Is there ever a time SOOW cord can feed a switch panel or breaker cabinet? (Most my work is at a mine which does not have to follow NEC most of the time) but I was wondering if this could be done for NEC compliant jobs such as on a temporary install or projects requiring frequent changes made etc ?
 
A former coworker randomly purchased an assortment of sized for these but often times the Appleton connectors inside rubber grommet is too large for the SOOW cords and the screw on connector cannot be screws back on to hold the cord and Appleton
 
Their catalog specifies the cord OD range that the connector is suitable for use with. Often there are 5 or 6 different cord ODs for one thread size connector. Each of those ODs has a specific part number. The labels are also color coded. For example an orange label is for a cord with an OD of 0.625 to 0.750" and is available with connectors having thread sizes of 1/2", 3/4", or 1". You have to know the OD of the cord to get the correct connector.

As far as using cords to connect switch or breaker panels, in general, that is not permitted by the NEC as that is using the cord in place of fixed wiring. See 400.12(1).
