maximum AC/HP disconnect height

In NEC 2023, if outdoor air conditioning equipment is mount high on a wall where a portable ladder is needed to service it, can the required fused disconnect be mounted near it and also require a ladder to operate the disconnect? Or would the disconnect be required to be operated from the ground without the use of a portable ladder?

440.14 States it must be "...readily accessible from, the...equipment"
Readily Accessible is defined as "capable of being reached [without resorting] to portable ladders".

So if you can reach the disconnect from the same ladder needed to reach the equipment, you're good right?

I would defer to the AHJ, but I would be good with it, as it seems the context of this requirement is LOTO and not some sort of Emergency Disconnect.
