It first appeared in the 2002 NEC. My guess is that since bundling of #12 cables was commonplace someone got a proposal through to circumvent the derating requirements for cables bundled for more than 24". Given the heat sink effect of the metal cladding around the cable IMO it's a good exception.
I agree with the exception for mc cable. I'm wondering if it was just someones idea with no data, or if they had data, temperature tests etc. to support it.
