I don't fully grasp in what situations these ARE ABLE to be used. I know the attach to the ceiling rod.

1. Would it matter if it was a renovation job or new construction?
2. Bridle rings shot to deck I believe are most practical option.

They're used mostly where there is pencil rod and black iron. Does matter if it's new construction or old work. If the iron is already up it's much easier and economical to use the existing pencil rods to support the cable.
