Arlington Ind. Snap it Connectors for MC, AC, and Flex connectors. Question on bonding to concentric and eccentric knockouts.
Article 250.92"Bonding jumpers meeting the other requirements of this article shall be used around concentric or eccentric knockouts that are punched or otherwise formed so as to impair the electrical connection to ground. Standard locknuts or bushings shall not be sole means for bonding required by this section
Article 250. 96 "shall be effectively bonded where necessary to ensure electrical continuity and the capacity to conduct safely any fault current likely to be imposed on them"
Article250.97 bonding for over 250 Volts Exception: "or where a box or enclosure with concentric or eccentric knockouts is "LISTED" for the purpose, the following methods shall be permitted.

Questions? Does this fitting in a concentric or eccentric knockout provide the proper bonding? In Article 250.97 "Listed" means that the box has been tested to assure proper bonding if the smaller knockout is used? There are many boxes and enclosures that have a concentric or eccentric knockout so that removing one effect the others impair the electrical connection to ground.

Your question is covering raceway and cable, the PoCo side and the Premises side of the service disconnect, and above and below 250 volts. There are a lot of answers to your question, as stated. . .are you thinking of a specific installation or going for the big picture?

I do not see that concentric in a panel board,disco, or enclosure other then boxes have approved concentric under the UL listings you posted
