MCB as Disconnect

I have a customer that has 2 existing 225A 120/208 panels. They are proposing feeding the 225A MCB in Panel B from a 100a 3p in Panel A. Feeders are sized for 100A. The MCB in B will essentially become a disconnect. ISC is under 10K.

I cannot find a code section that says this cannot be done. I am proposing that signage be placed on Panel B stating that it is essentially a 100A panel with a 225A buss.

Suggestions?

I don't see a problem with it, but why not just put a 3P-100A main in the sub?
 
I agree that this is OK. The relevant rule is that the panel has to be protected at, or below, its ampere rating. Your installation would achieve that.
