I've never come across this before. Certain buckets/cubicles in the MCC's are being demoed. Key note #1 says to preserve the existing cubicle wrapper and stab assemblies and demolish all internal components and starter inside cubicle. HAs anyone come across this equipment/work before. What is involved and what is the "wrapper"? Thanks.

I'd interpret that as the "bucket" assembly itself. In other words they are thinking that some day, they may re-use that bucket to make a feeder breaker or something. But if you remove the starter, you can't just leave the stabs behind and plugged into the bus with no breaker or disconnect switch, otherwise you have live wires inside with no means of isolating them. But for sure you could remove the bucket, plug the bus stab holes, put in a blank door and give them the empty bucket/stab assembly for storage.

I agree, although the wrapper maybe the withdrawable assembly that fits into the rear stabs. They may want all components removed and the bucket put back into place so the stabs are not exposed (assuming there are stabs and it isn't some weird hard wired situation).
